Studio intermediary

A healthy and dynamic art and manufacturing climate requires an adequate supply of affordable studios. Stroom's ambition is that The Hague will have a diverse, stable and affordable studio stock for The Hague artists and artist initiatives. Stroom is a permanent discussion partner for the municipality, the various cooperatives and other providers on this matter. As a member of the municipal broedplaatsenoverleg, Stroom contributes to an integral and sustainable solution for specifically this domain within the urban development of The Hague. We work closely with the broedplaatsenmakelaar in this regard.

To be eligible for a studio, you must be registered as a visual artist with Stroom Den Haag (for more information about registration, click here). You can then register on the studio waiting list. In principle, allocation is based on place on the waiting list, in other words, whoever has been registered the longest has the greatest right to a studio offered by Stroom. Who can register

Artists looking for studio space can register as a studio seeker via their profile on My Stroom. An artist must live and work in The Hague and be recognized by Stroom as a professional artist. Students in the final year of a recognized art academy, such as the KABK, can also register after their final exams and after testing/recognition has taken place.

Registration procedure

Artists can register at any time. To do this, you log in to Mijn Stroom and click on the 'Atelier watch list' tab. After completing the Needs & Wishes regarding studio space, you are asked to pay the annual contribution of €15. A registration for the Studio Waiting List is only completed after the annual contribution has been paid and payment confirmation has been sent.

Proof of registration/registration date

The date of receipt of the annual contribution is converted into the registration date. After completing the registration, you will receive an email confirming this. This email refers to the 'Registration, Waiting List & Studio Allocation Procedure'. If the registration is renewed annually by means of an annual extension, the registration period can be measured from the registration date, which is the first criterion when selecting candidates for a studio space.

Announcement of studio offers

Studio spaces that are currently or soon available for rental are announced via the Stroom website, at the bottom of this page. This concerns both permanent and temporary studios. The studio offers are presented as up to date as possible. A response period (usually two weeks) is indicated for newly available studios. Interested studio seekers can respond to the studio offer by email. Stroom does not personally approach any studio seeker on the waiting list with a studio offer. All available spaces are listed on the website. So check the website regularly to be able to respond to an offer.

Viewing

After the response period has closed, a list of candidates will be compiled. If there are multiple registrations for the same room, the person with the longest registration period will in principle be eligible for a viewing first.

Allocation

Given the categories of the waiting list indicated above, more factors play a role in the allocation of available studio space than the place on the waiting list (registration duration) or the amount of rent that one wants to pay. Allocation can also be based on:

  • the urgency of the request;

  • the suitability of the workspace made available for different artistic disciplines;

  • a medical indication

  • placement in another municipal studio (transition)

  • the need to help a (foreign) artist recently established in the municipality.

In addition, the allocation rules can be deviated from in those situations where an exceptional stimulus can be given to the cultural climate in The Hague.

Permanent studios are generally assigned to candidates who have the longest registration period. Depending on the workspace, the discipline practiced by the candidate is also taken into account, which may be a reason not to award the studio. - Allocation of a permanent studio will not take place if this would mean renting more than one permanent studio or a permanent studio and a studio home at the same time. - Those who have been assigned and accepted a studio are no longer considered studio seekers and are therefore no longer on the waiting list. It is possible to register again later if you want a better studio. - Anyone who voluntarily terminates a rental agreement regarding a permanent studio or studio home must, if desired, register for the waiting list again. Temporary studios are generally assigned to candidates with the longest registration period. When accepting a temporary studio, the registration period is retained, provided that the registration on the studio waiting list is extended annually.

Refusal/non-acceptance

If an invitation to view a studio is not responded to or the invitation is declined, this is considered a refusal. If, after viewing the offered studio, rent is waived without valid reasons, this will be considered a refusal. After a third refusal, the accrued registration period expires and you will be placed at the bottom of the waiting list.

Transfer/exchange

When several artists rent studio space within the same building and a better space becomes available, do the housemates have it based on seniority? the first right to move on. After moving, the vacated studio will be offered on the website. It is not possible to exchange studios through Stroom.

Vacancy report

The artist reports to the landlord and Stroom as soon as possible that a studio becomes vacant with the possible start date for a new rental.
